Site Organization

1.      Descriptions of the responsibilities


1.1 Department


A.      Administrative Department

 

The Administration Department (AD) shall oversee and supervise the administrative aspect of this project. More specifically the AD shall be responsible and handle the following issues and directly report to the Project Manager.

-         Legal and regulatory issues;

-         Subcontract management;

-         Invoicing, income and expenditure management;

-         Accounting and taxation;

-         Public relations and announcements;

B.     Construction Department

The Construction Department is responsible for all aspects of site management and construction activity coordination and for ensuring that construction proceeds in accordance with' the design and schedule approved by the Engineer (Employer), include scheduling, costing, materials control, traffic and logistics management, on-site inspection and testing, construction interface coordination and site security.

 

C.     SHE Department

The SHE Department is responsible for the management of all HSE activities on project site. More specifically the AD shall be responsible and handle the following issues and directly report to the Project Manager.

-         Preparation the Safety Plan.

-         Communicate and coordinate with Construction Manager for SHE issues, including incorporating. results of risk assessment into method statements.

-         Arrange general safety induction and construction safety training to employees and workers.

-         Arrange general construction safety training to the employees and workers

-         Arrange Safety Patrol over the Site in monthly intervals.

1.2   The management and supervisory positions

§  Project Manager

The Project Manager (PM) is assigned to ensure consistent execution and completed in a timely of the project throughout the all stages of engineering, procurement, construction, commission and defects liability period of the project. He is responsible for the following tasks during the execution of project:

-         Efficient operation of the project works in accordance with the overall policies.

-         In case of emergency, solving of technical matters or any issues which require urgent action in a fair and reasonable manner to the best interests of the Project.

-         Providing leadership, direction, supervision and overall management of the execution of the works under the Contract.

-         Developing the Project's cost and program control, quality, environment, health & safety plans in consultation with the relevant Managers.

-         Monitoring and ensuring that all matters related with the quality, health & safety and environment are performed in compliance with the requirements of the Employer's requirements, relevant codes and standards which are stated in the Contract.

-         Stopping the works in which non-conformance exist, initiating corrective actions as necessary and resuming the work.

-         Preparing and maintaining construction schedules, resource needs, financial forecasts and other necessary projections.

-         Approving payments.

-         Preparing the financial statement of the Contractor and monthly progress statements for the Employer (The Engineer).

 

§  Construction Manager

Construction Manager (CM) shall report directly to Project Manger (PM). CM shall be the on-site construction representative of the project team, and shall be empowered to speak for and make commitments on behalf of the team on construction issues. CM shall be present on the site whenever there is any construction activity in progress.

 

CM shall be responsible for establishing the site construction plan, for all aspect of site management and construction activity coordination, and for ensuring that construction proceeds in accordance with the design and schedule approve by the Employer.

The specific duties of the CM shall include:

-         Organization of the site construction team

-         Preparation of the construction program

-         Management and control of the budget for the site operation

-         Management of all on-site supervision

-         Oversight management of the work of all subcontractors

-         Preparation of construction reporting, including daily construction reports, weekly and monthly progress reports, area of concern, actual versus planned expenditure of labor and material, etc., and submission to the PM.

 

§  Site Engineer

Site Engineer (SE) shall report directly to the Project Manager (PM). SE shall be the on­ site construction representative of the project team, and shall be empowered to speak for and make commitments on behalf of the team on construction issues. SE shall be present on the site whenever there is any construction activity in progress.

§  MEPF Engineer

MEPF engineer job responsibilities in construction typically include these five key components to successfully meet the requirements for safety, reliability, and energy efficiency on a job site:

-         Preparing Cost and Labor Estimates

-         Managing MEPF Contractors

-         Resolving MEPF Problems

-         Conducting System Tests

-         Preparation of construction reporting, including daily construction reports, weekly and monthly progress reports, areas of concern, actual versus planned expenditure of labor and materials, etc., and submission to the PM.

§  Surveyor Engineer

Surveyor Engineer, the scope of works will be varied, and will see you working on bulk earthworks, roads, pipelines, drainage, and more. You will work with the construction team and help manage surveying requirements on projects.

-         Conduct surveys using various surveying instruments, such as total stations, GPS receivers, laser scanners, and levels

-         Establish and verify control points to ensure accuracy in survey measurements

-         Collect, analyse, and interpret survey data, including terrain, boundaries, structures, and other relevant information

-         Prepare detailed survey reports, maps, and drawings using computer-aided design (CAD) software and other relevant tools

-         Collaborate with other Engineering Professionals to provide accurate survey information for project planning and design phases

-         Monitor construction activities to ensure compliance with project plans, specifications, and relevant regulations

-         Conduct as-built surveys to verify construction adherence to the original design

-         Provide technical expertise and guidance on survey-related matters to project teams

-         Stay updated with advancements in surveying technology and industry best practices

-         Comply with safety regulations and maintain a safe working environment during surveying activities

-         Preparation of construction reporting, including daily construction reports, weekly and monthly progress reports, areas of concern, actual versus planned expenditure of labor and materials, etc., and submission to the PM.

 

§  Environmental Specialist

Environmental Specialist (ES) is relating to environment within or influenced by this Project. He shall provide assistance to the Project PM for the preparation and implementation of IMS. His duties shall include the followings:

-        Identify environmental parameter monitoring requirements with methods

-        To promote awareness of the requirements relating to environmental issues/matters for this Project with training, briefings, meetings, etc.

-        To control the required monitoring works of the nominated Subcontractors

-        Take necessary action for corrective and preventive actions for environmental non-conformance whenever necessary

§  Health & Safety Specialist

Health & Safety Officer (HSS) is responsible for all matters concerning health and safety within this Project. HSS shall report directly to the PM. The duties of the HSS will including;

-        Responsible for supervision of implementation of the Safety Plan

-        Communicate and coordinate with SE for issues relating to health and safety issues, including incorporating results of risk assessment into method statements

-        Entitled to issue "Stop Work Order" in the case of serious safety violation observed on the Site.

-        Arrange general construction safety training to employees and workers.

-        Report (written) within twenty-four hours in case of serious accident in accordance with local Law, and conduct protection of the accident site except necessary actions for first-aid or rescue

-        Chair or attend the safety audit, meeting or patrol as specified.
